Refactor lib tests to use catch BDD scenarios #89

Adds initial vscode folder for intellisense support using the ms-vscode.cpptools extension
Adds a recent version of the Catch header with support for the MatcherBase class
Adds two simple BDD scenarios.
To build the tests run: cd build && BOOST_ROOT= cmake ../lib && make && make test

This is meant for getting early feedback. No quite ready for merging yet.

It should be signed for each repo you contribute to I think. You probably signed it for another repo. I can see if that can be simplified.

The library classes have been refactored a lot and have new catch tests, so this PR is outdated.
