define JSON spec for unit/building stats, currently using MS INI and flash AS2 code files, both are now depreciated fairly trivial

[ ] drop support of MS INI and Flash AS2 exports from editor tools
[ ] add JSON support to editor tools
[ ] add support for custom stats? (scripts will need to handle actual implementation of this)
[ ] export ALL vanilla stats
