Add support for KML files #21

This PR also includes adding and removing the layers to the layerControl widget. This new layerControl functionality is in the develop branch for cmv-app. This uses topic.publish to add/remove the layers so it will be ignored with older versions of the layerControl widget or when the widget widget is not included in the application.
