Actually fix the dither command #10

It's a mess. Need to at least fix how it invokes stuff before I actually think about optimising the algorithms themselves.

I've fixed all the spaghetti code in commands/canvas.py, + made the arguments work like those everywhere else. Still need to fix the stuff in utils/render.py.
