Implement the Enhanced Member Management feature

Re: Contact Information

Something worth noting is that the BCBC hasn't been collecting addresses for some time, so this should be left out. The only requirement is to have "contact information" for a user, which can be an email or a phone number. Users may have the same email or phone number; this is very relevant for families.

Feature: User Notes

It is important to be able to leave notes on users. This has been used to flag a user as banned in the past, or leave notes about status of project bikes, etc.
