Updates the released version on PyPI #168

Platform dependent wheels

Uses cibuildwheel and github actions to acheive this
For different platforms,
- first compile the node module tree-sitter-usfm3 to generate corresponding parser
- then run a grammar_rebuild.py script that would generate platform specific languages.so file
- includes this 'so file in the python package( with a little hack in setup.py to tell the "build" that the wheels need to be platform specific)

Fixes issues noticed in code

import error for lxml when used from CLI
path error upon accessing language.so file from other plaforms(windows)
"Cannot concatenate tuples Error" in error handling when used from CLI

Changes related to renaming tree-sitter-usfm3

The folder name is changed and subsequent code changes
Documentations and code examples are changed
Within the grammar itself we are calling the language "usfm3" instead of "usfm" now
