update python builds for macOS intel and apple silicon #235

cibuildwheel release v2.17.0 https://github.com/pypa/cibuildwheel?tab=readme-ov-file#v2170 supports building for amd64 and arm64 architectures using macos-13 and macos-14 respectively.
