An Attempt to

Build and publish a python package tree-sitter-usfm3
Have the python usfm-grammar published without any binaries and with above package as a dependency
This will eliminate the need of platform specific wheels in usfm-grammar package :tada:

I am merging this PR because I want to test if the rest of the pipeline (publish to Pypi and NPM upon release) will also work smoothly. I suspect there might be changes in repo settings needed.
