Vachan Engine Staging and Production Servers are migrated from Digital Ocean to RDS

This requires,

[x] Deployment of Staging Server in RDS
- [x] Code pull and code changes - 7 hours
- [x] configurations setup - 6 hours
- [x] Documentation - 1 hour

[ ] BugFix : Vachan Access and Associated Endpoints are not working : Issue with Kratos
[ ] Testing
[ ] Deployment of Production Server in RDS
[ ] Testing
[ ] Changes in gitlab workflow for autodeployment
