documentation of getosm data function should document levels of precision #100

We talked last meeting that we should have some form of documentation for city names. We should probably have something of the same sort for the level of details. We should have that harmonized across languages too.

Jay, can you give us some information on the precision and resolution (applies to both OSM and t the NOAA data. lat/long corresponds to what number of miles. Similarly for elevation.
