Make host and port configurable #18

Making scala notebook more friendly when running on a headless vm.

I needed to set host to "0.0.0.0" so I've added configuration options to set the values for host and port.

Wow, this is an excellent project (discovered it just last week through @n8han)

Thanks @rozza for the PR. Can the maintainers please merge this?
