Add .NET standard 2.0 support and convert project files #71

This should be ready to merge. Some notes:

There are 5 failing unit tests which I have disabled (they failed before this PR, not sure why appveyor doesn't report).
With the new csproj format, files that should not be compiled have to be excluded explicitly, see BriefFiniteElementNet.csproj#L26
GeneratePackageOnBuild and GenerateDocumentationFile are set to false. Those should be enabled, once we're ready to publish a package on nuget.
EDIT: I have only tested the VS2019 solution.

Feel free to squash this into one commit.
