[Request] Change arty balancing

In its current state arty is in my opinion to strong and to accurate, some times you have no time to reposition your self fast enough.

Balancing ideas:

• make them spread wider
• increase the spotting time (it would take players a moment to transmit coordinates -> the computer should have the same "handicap")

The FDC part of the headquarter needs to be redone.

I think an increasing of the spread would not realistic. Currently Kerberos is using the provided spread of the engine. (Vehicle Config) The spread is too big, if you compare it with currently used vehicles.

The time between spotting and shooting is to low, i agree with that. It will be increased.

TODO:

• [ ] increase the time between oder and shots
• [ ] simulating of shooting in
• [ ] predicting position of units
• [ ] prevent shooting at own units (cancel order, if own units are near)
