refactor .csproj files into SDK-style
replace binary references (currently stored in \lib folder) with nugets
replace RhinoMocks with Moq
repolace MockHttpServer with WireMock.Net

Lot's more to do, but will be done in a separate PR. This one changes the .csproj files to SDK-style and adds "net6.0" as a second build target. Which means the tool is now compiled for both net472 and net6. Next up (other PRs)

(probably) switch to GitHub actions
publish as self-contained, single-file
