Bottoms Up with Flexible Threshold and Batch Elimination #635

Maine is considering new legislation that would require the ability to set a flexible threshold in Bottoms Up and eliminate candidates who do not meet that threshold in the initial round of voting. This could be achieved by enabling the "Use Batch Elimination" checkbox and "Percentage Threshold" box in the winning rules for Bottoms Up.

@chughes297 can add some clarification to this issue if needed.

Update! this is no longer being proposed in Maine so it is not urgent.

Are you saying that the tabulator already supports this? Or what exactly would we need to change if we wanted to support it in the future?

It's a bit more nuanced than that, but @chughes297 has a better handle on why. However, I still believe enabling these two options in bottoms up would be the simplest solution but he'll have to explain in writing as to why.(Yes, I'm putting Chris on the spot here...)
