Add license file to repo #42

We're missing a license file in the repo. We are currently listed as ISC, but maybe apache-2.0 is more appropriate if we want to make this public?

I suspect that when this project was started ISC was left as the default. I've marked it as "UNLICENSED" because the decision was made to keep this as an internal tool. (The acceptedLicenses list is D2L-specific.)
