Time and DateTime: Cannot select time using IE 11 #39

Originally submitted by @jchapmanD2L: Not sure if this is datetime-picker or just time-picker but when using IE 11, the user cannot select a time using the mouse. Workaround is to use the keyboard. See attached gif gif

Confirmed this is an issue with the d2l-input-time component.
