Languages can't be loaded if app is vulcanized #42

If the app that is loading the d2l-file-uploader is vulcanized the localize behaviour is unable to find the languages.json file that it needs to load.

Cool thanks @zwilson2. I'll switch this to use a app-localize-behavior.html file instead, which should solve the issue for you.
