This PR brings a lot of dependency updates.

Update to bmlab 0.9.1
Drops support for Python 3.8
Add support for Python 3.11 and 3.12
Fix the read-the-docs configuration
Do not use deprecated pkg_resources anymore
fix flake8 issues
Update to PyQt 6.7.0
