Redo 05_Tables #340

With the redesigning of the systematics, 05 is a bit out of touch. I have added a dataframe output to 03 with all the systematic symmetric uncertainties This is then read into new file and plotted similarly to before. I am thinking though of incorporating the systematic plotting into 04.

Now output two summary tables. One with absolute uncertainties, one with relative uncertainties. Fixed plotting bugs. They Look halfway decent now. Removed Scale variations from final plots Change PDF calculations to RMS of all variations (Not split into up/down)

Still need to add latex tables, maybe in a separate script and combine systematics plotting with 04 in a rewrite of 04. Prob for a different PR though. I think this is everything for now. Please be free to review.
