actions/checkout to v4
actions/setup-python to v4

@jpolton , I updated all the gitactions to the latest version. Because of the, it was also necessary to add a 'git fetch origin' on each workflow with pull commands. I think it is ready to merge. It is related to the issue https://github.com/British-Oceanographic-Data-Centre/COAsT/issues/635
