Update build of CoreNLP Server #2

Downloads the latest distribution (4.1.0)
Runs the model training cycle during the container build, so it's self-contained
I added a Github Action to do the build-push cycle and removed it as I see a quite different boilerplate one is recommended

@rachelheaven tagging you on this so you can see what I changed but i'll push ahead and try and get this going with the container registry. Nothing automated depended on this as it stood, the Dockerfile was for usage illustration with CoreNLP Server
