Followup to 5e0be20: Obey "Maximum transport distance in turns" #3

This takes into account the "Maximum transport distance in turns"-governor-option when "Let AI handle population transportation" is enabled. (cf 5e0be20)

(I have absolutely no idea what I'm doing. I haven't run the test suite, or rather, if there is a test suite, I haven't found it. But when building and running the jar locally, it works.)

Good point. Ungoverned colony should not send transport from a greater distance than the governed ones!
