[PROJECT HEALTH] Set up Linting on project Repositories - Backend

User Story

As a project contributor, I should be able to see repo health of bugs, and vulnerabilities so that I can mitigate errors, risks, and abuse of vulnerabilities on our code base.

Technical Task:

Add Lint action to the repository. https://github.com/marketplace/actions/lint-action

Acceptance Criteria:

• Lint action is successfully implemented
• Lint action should not auto-fix or edit code in any way
• Required check passing for Pull Requests.
