As a developer, I want to prevent users from being able to mass vote a professor without any restrictions.
Technical Tasks
Store user information about which professors they have voted on in a mySQL database.
Backend will need to optimize the cookie passed in from the front-end
Acceptance Criteria
Users cannot add another upvote if they have already upvoted a professor. Likewise, users cannot add another downvote if they have already downvoted a professor.
