Dockerization

Changes

• Adds npm run setup to auto-install packages + startup db.
• Adds various scripts to handle db (assuming docker installed)
• Adds Dockerfile so we can generate docker images of the backend
• Adds auto-generation and publishing of docker images to GitHub packages https://github.com/orgs/BroncoDirectMe/packages

WARNING: Starting up the MySQL through Docker won't work if you have MySQL server installed since the ports conflict.
