update `Tear` effect #64

given the numerous changes, i wasn't sure if i should create a new file or update the existing one. since the previous pr was merged i assume it's good :monikk:

tested on 4.2.0 and no problem

Code speaking, 4.2.1 changes made yesterday does not affect definitions/effects.rpy. Only files changed from this update was options.rpy and screens.rpy along with documentation.

Implemented as a mod extra in Additional Mod Features.
