During testing with a Ren'Py 7 Mod Under DDML with the 6.99 SDK, Ren'Py is unable to launch the mod tested due to a version difference in the compiled files. To mitigate this, this DDML update includes the following items.

Fix for a duplicate python-packages issue in the code during moving of files
Future Support for new Ren'Py Built mods

lib and renpy folder checks and steps to avoid a failed Ren'Py Mod Upgrade install
Currently this PR should be ready to be merged to the existing 5.1.3 PR with minor add-on tweaks to mitigate the new project.rpy define use for less KB consumption.
