Reaver 1.4 Repeats same pin from start!

I have cracked pin of one router(WPA) on same OS (Kali Linux) with Reaver 1.4. 
But I am trying on other routers but Reaver always repeats the same pin from 
beginning! I've tried almost every command but none fixed issue.

My procedure is:
1. Airmon-ng check
2. Kill PIDs
3. Airmon-ng start wlan0
4. airodump-ng mon0
5. Wash -i mon0 --ignore-fcs (Router that I want to hack is listed after wash 
command and its power is -59)
6. reaver -i mon0 -b XX:XX:XX:XX:XX:XX -c X --dh-small -d 2 -vv
Plus I've also tried: --no-nacks, -L, -S but no progress!

Any help will be very appreciated. 

Using Kali-Linux with reaver 1.4
FYI, on same system I've cracked one pin with same procedure given above.

try with: 
reaver -b xx:xx:xx:xx:xx:xx -a -S -N -vv -c X -i mon0 -w -L

that number PIN repeats?
