add uuids to Referents

The tentative model for the PersonA-is-PersonB feature requires Referents to have UUIDs. Currently the sqlalchemy model has these commented out. Goal: enable them, auto-fill them for new Referent entries, backfill them for existing Referent entries, and use them initially in the json export. Checklist of work follows in next comment.
