Project purge #24

Go over the list of CDS projects and determine which ones should be cut.

Created a new category, "Digital Library Collection." Many of the things that were projects got relabeled with this new category. That said, they aren't yet showing up in the site because we haven't called them anywhere.

A number of projects that didn't seem germane or didn't have much information in them were switched to "Draft." They remain on the site, where we can recover information about them should we need it, but they won't be accessible to users.
