sort annotations by number #100

if a page has more than one image on it, the annotations for each image don't necessarily appear in the correct order. we will be putting a number in front of the title of each annotation. If there is a number, they should sort accordingly

These now (should) come up in order, but the order is funny on a bunch of them and needs tweaking.
