ENH: Reorganize the pre-processing UI and add PV confirmation #108

First of two PRs to address #107 This PR moves the PV gen pre-processing tab above the VRG generation image

As well as adds a dialog box to ensure the user is aware that they have to run auto camera VRG before the PV gen if that is the pipeline they wish to run image

I like this grouping- however-= since SAM is primarily for BVR (vrg not relevant.. we should swap the order- seg+pv first)
