Support Autoscoper start from windows build-tree fixing launcher settings
Fix casing of GLEW and TIFF library paths in build-tree launcher settings

Along with the changes from this pull-request, I am now able to launcher Autoscop from the build tree on Windows (after starting Slicer using SlicerWithSlicerAutoscoperM):
