Could you go to about:preferences → Privacy & Security → DNS over HTTPS and disable Oblivious DNS and see if it changes the outcome?
Unfortunately, nope. Afterward I changed the "Increased Protection" DNS option to "Default Protection," tried again, and got the same outcome. WAIT, this is odd. For the hell of it I tried this combination next: ODNS off, Default Protection, and that worked; I can access archive.ph now! After that I turned ODNS on, Default Protection; that worked too. ODNS off, Increased Protection: that also works now, strangely? ODNS on, Increased Protection: ...also works now, strangely? Very weird.
Edit, restarted my computer and here are the newest results: During this batch of testing as opposed to the earlier ones, rather than waiting ~3 seconds between tests, I waited multiple minutes each time

Try selecting "Increased Protection" and choose a different provider - eg NextDNS

You still need to disable Oblivious DNS too as cloudflare handles that.
Here is a setup I tried that seems to work, if you enable ODNS and set up the defaults with cloudflare, but add the archive urls in the exceptions (just above the ODNS checkbox), then make sure your PC is using a archive.xxx friendly DNS server (I tried it with Quad9). I was able to access the archive urls, even after restarting the browser and rebooting the PC.
Off + Inc (NextDNS) worked!
For me, either turning off DNS over HTTP or using DNS over HTTP with NextDNS and oblivious HTTP disabled works.
What happened?
When trying to load a website such as https://archive.ph, the website returns: "One more step Please complete the security check to access archive.ph" and gives me a captcha to fill it out. After filling it out successfully, the page reloads and has me do the same thing again. So I'm stuck in an infinite loop. It's been this way for years so I thought it was just an issue with my PC in general or something, but I recently tried opening an archive.ph link in the Opera browser and it worked the 1st time without issues. I also tried opening the archive link with all of my add-ons and enhanced tracking protection disabled in waterfox, to no avail. Due to the "I have checked that this issue cannot be reproduced on Mozilla Firefox." checkbox below, I confirmed just now that firefox also doesn't have this issue.
