Starting 6.5 Waterfox opens URLs in containers if there are already tabs opened in them #3616

What happened?

waterfox https://github.com opens the URL in a container rather than no container, because there's already an existing container with it open.

Waterfox should open URLs with no container by default. This was working as expected in 6.0.20.
