Able to place action block over existing one #2

What steps will reproduce the problem?
1. Drag and drop an action block 1 onto a timeline
2. Drag and drop another action block 2 over the previous action block
3. Action block 2 will disappear underneath Action block 1

What is the expected output? What do you see instead?
Users should be prompted that they are not able drop an action block over a
pre-existing block.

Modified Expected Output:

Users should not be prompted that they have placed a block over another one. The
block once released over the existing block should snap to the end of the
pre-existing block. This will allow users to place blocks one after another 
without
having to precisely drop a block in the right location to have blocks beside 
each other
