Draft translation of documentation to Portuguese #29

My approach is to create a second dataset called pdbff_chuva that is identical to bdffp_rain but with column headings and documentation in Portuguese. This is just done with Google Translate, so needs review from a native speaker.

I'm going to go ahead and merge this for now so I can archive with Zenodo and add a citation. Will fix up the translation later.
