Druid config update 7 for 7.1.5 changes. #38

Update for 7.1.5 changing talent positions. Added recharge in preparation of the next release. Clarified some comments and fixed a typo. Moved the feral artifact CD tracking to be under Rake to keep with the, "top bars = higher priority" theme. Added multiple spell bar configs to the resto section to get around a requiredTalentUnselected limitation. I really hope the resto druids who like Treant form appreciate this, not that anyone ever reads patch notes.
