Double allotted worker build time #108

Helps alleviate the issue of drones being reassigned before making it to a new expansion site, especially on larger maps.

This seems like a viable band-aid until: https://github.com/BryanSWeber/CUNYAIModule/issues/60 can be resolved, which may permit infinite time and snappier selection of workers for build tasks.
