Thought - perhaps the potential death of the devourers (if they charged in) are the problem?
Combat has been massively reworked by eb3c7d7859475c8cd014f1eef9f69f7cca3ffa9d
Combat now:
Identifies units expected to die in FAP sim.
Attacks the closest unit expected to die.
Units now consider running from the closest threat (e_closest_threat) and if they are in danger, not from any other unit.
