Evo chamber is skipped and no hydra upgrades (range, speed).

Overlord speed and ling speed worked though.

I think it can't find a build place for evo chambers because of how few they are in the existing BWEB

Added a diagnostic to announce a fail-to-build problem.

I have not observed this bug since adding slackness and the general review of the code in the assembly manager.
