Describe the bug Bot sometimes builds a flood of scourge. Also builds hydras and lurkers in ZvZ (a generally disadvantagous move)

Made changes to assembly manager as of: dd773d5aa119c3d2e81c972a9b786b91708c46a4 Which 1) straighforwardly bans consideration of hydra/lurker in ZvZ and 2) should have closed the loophole allowing a flood of scourge to be made.

Trying it again, banning hydras earlier. Adding more scourge for capital ships too: dcdb4ec11dea95982d67d9045e7f8a4605ad8229

Scourge flood seems controlled.

Hydras still pop up in zvz, though.

Hydra den in ZvZ should move out in the priority list, hopefully by this evening it can be resolved.
