Players in buildmode can spawn NPC's, which can attack other players and deal damage

what it says on the tin. Steps to recreate

1. Have one player enter build mode and one enter PVP mode
2. Have the player in buildmode spawn an NPC
3. Watch as said NPC deals damage to the player in PVP mode
4. Swear like a idiot because you just got technically killed by a player in build

While true, due to our damage permissions you are able to kill the NPCS. This is something which would be hard to restrict, and is better to simply enforce if it became a problem ever.

Just do !notarget if you are being attacked by a hostile NPC.

• NPCS can be made invuln by Unbreakable Tool.
• It's against the rules to do damage while in buildmode by any means
• !notarget
