Turrets don't target OPs #12

Describe the bug Turrets don't target OPs in survival, but admins need OP to use NEI's cheat mode as mentioned in #14.

Expected behavior Turrets should target all players in survival, or this should be configurable.

I opened an issue on the OMT repository here, and it has been added to the mod's 3.1.0 milestone.

Since an NEI dev told me where to find the relocated NEI server config, I can now hardcode admins' usernames for utilities access. This allows me to de-op them, making this issue less problematic for admins playing survival. Because this is really just a hacky workaround, and admins may need OP in the future, I'm marking this as hotfixed instead of fixed.

The NEI config doesn't work properly.

This has been solved a couple of versions before omlib-1.12.2-3.1.0-232 and openmodularturrets-1.12.2-3.1.0-335. We'll be using those versions in modpack version 1.0.5-1 though, as they fix a server crash.
