Tinkers Tool Leveling is unbalanced #16

Pack version 1.0.2-1

Describe the bug Right now, you can level up your tool or weapon infinitely, and the first level is too easy to attain.

We may want to limit max levels, increase starting XP, change number of free modifiers, or remove the mod altogether.

I set the maximum number of levels to 5 for pack version 1.0.5-1, but I still think the mod needs further balancing.
