Ban duplicate machines from ThermalExpansion that are in ImmersiveEngineering already #18

We want people to use ImmersiveEngineering machines because they're more immersive and challenging, but they won't use them if the easier ThermalExpansion alternatives exist.

When banning TE machines, we'll need to take specialization augments into account, which change the function of some machines. Whether this means leaving the machines unbanned, modifying them not to perform their original unaugmented function, or providing alternatives for the unusable augments of banned machines remains to be decided.

Implemented in 1.0.3. If you're a staff member, check the Google Drive for a spreadsheet comparing TE and IE machines.

Now that many TE things have been banned, we need to playtest for important broken recipes and such. We also need to decide what to do about TE machines that entirely duplicate machines from IE, but have more recipes.

Getting #50 implemented would be nice for quality-of-life, though not that important if we get Immersive Petroleum working.
