T1 rockets can't launch from the asteroids #2

Pack version: 1.3.0-1 Date/time: When this issue was posted Custom modifications: Manual compile using 8f700c933e7255c861df6371e9cad343cc40127a of Galacticraft and d993f0a1c9df13a2e9ddc2c0e864359d649fc697 of Micdoodlecore

When a T1 rocket is launched from the asteroids, it simply drops the player at some point, and does not reach the launch screen.

Steps to reproduce:

Launch a manually-fueled T1 rocket from the asteroids in survival mode

This works fine. The issue was Galacticraft's pre-fueled rockets only spawn with 20% fuel, which Matt was using to test.
