RTL activates without GPS fix - dangerous #2

What steps will reproduce the problem?
1. no gps lock
2. throttle above MIN
3. RTL activated

What is the expected output? 

Nothing - Stabilize Mode

What do you see instead?

Not sure - throttle jumps and it tries to kill me

What version of the product are you using? On what operating system?

2.0.49b4, FMP04 connected to serial but without a valid lock

Please provide any additional information below.

Proposed possible fixes:
1) when CH7_RTL is used I assume it should be treated as a failsafe, without a 
lock it can try to descend slowly with baro, but this is probably not doable 
and not reliable
2) when RTL is activated by CH5, it should do nothing
3) either way, it's better to do nothing without a fix
