About The Pull Request

Adds Departmental Guards to the Protected Pool for antag rolls, meaning they cannot become an antagonist like any other member of security (They can of course roll obsessed). Tested locally with the create antagonist function.

Why It's Good For The Game

Makes all of security and departmental guards follow the same internal 'ruleset', as well as follows the old results of this poll, assuming that departmental guards being antagonists has not been an overlooked bug. https://discord.com/channels/1059199070016655462/1064014401172160542/1241791239133855784
